Philippine solar rules changed in August 2026. Here is when a homeowner must notify Meralco, obtain an LGU building permit or CFEI, and apply for net metering.

Homeowners in the Meralco service area do not need one universal “Meralco certificate” simply to own or install solar panels.

The documents and notifications depend on how the solar system operates:

  • Does it export electricity to the grid through net metering?
  • Is it connected to the grid but configured for zero export?
  • Is it completely isolated from the grid?
  • Is it a small plug-and-play micro-solar system?

This distinction became clearer after the Department of Energy (DOE) issued Department Circular No. DC2026-08-0017, the Policy Guidelines for Self-Generating Facility Zero-Export Solar Systems and Micro-Solar Systems for Own-Use.

The new circular establishes a notification-based process for some own-use solar installations and tells distribution utilities not to impose unnecessary pre-installation clearances, technical permits, or inspection fees on covered zero-export and micro-solar systems.

For a Meralco customer, the practical answer is therefore:

These categories are not interchangeable. A hybrid inverter does not automatically make a system zero-export. The installation must have an effective control or isolation mechanism that prevents power from flowing into the distribution grid.


What Changed in August 2026?

Earlier in 2026, Meralco called attention to unregistered or “guerrilla” rooftop solar installations and said improper work could create fire, electrocution, and grid-safety risks.

That public discussion led some homeowners to believe Meralco was introducing a new certificate that everyone had to secure before installing solar panels.

The DOE's final policy takes a more specific approach.

The circular states that it takes effect after publication in the Official Gazette or in two newspapers of general circulation. Homeowners should therefore verify that the policy is already operative and that their LGU and distribution utility have updated their procedures before relying on the streamlined process.

For covered self-generating facility zero-export solar systems (SGF ZESS) and micro-solar systems (MSS), distribution utilities must use a post-installation notification process. The circular also says a distribution utility must not make its own pre-installation clearance, technical permit, or inspection fee a condition for installation.

Meralco still has authority and responsibility to investigate unsafe conditions, irregularities, and violations within its distribution system. The policy does not remove the homeowner's obligation to follow the Philippine Electrical Code or other applicable safety rules.


What Is a Connected Zero-Export Solar System?

A connected SGF ZESS is a solar PV installation that is electrically connected to the distribution system but is designed not to export electricity.

The system may power household loads while solar energy is available and draw electricity from Meralco when solar production is insufficient. It must continuously maintain a working export-control or isolation mechanism.

Under DC2026-08-0017, a homeowner with this type of system must:

  1. Notify Meralco after installation using the notification form in Annex A of the circular.
  2. Secure a building permit from the local government unit, unless the LGU verifies that the home's existing building permit is sufficient.
  3. Comply with the Philippine Electrical Code and applicable technical and safety requirements.
  4. Keep the zero-export controls and protective devices operational.

For a system used internally by a household, the circular exempts the owner from obtaining an ERC Certificate of Compliance for the zero-export facility.

That exemption should not be misunderstood as an exemption from safe electrical design, proper overcurrent protection, grounding, rapid-shutdown requirements where applicable, or local permitting rules.


What If the Solar System Is Completely Off-Grid?

The DOE describes an isolated SGF ZESS as a system that operates independently and is not connected to the distribution network.

Because it has no electrical connection to Meralco's system, the homeowner does not have to submit the DOE notification form to Meralco.

However, the circular still requires a building permit for connected and isolated SGF ZESS installations, unless the LGU confirms that an existing building permit is sufficient. Household own-use systems are exempt from the ERC COC requirement under this policy.

A system that can transfer between solar and utility power deserves careful engineering review. Its classification depends on the actual wiring and switching arrangement, not the label used in an advertisement.


Special Rules for Micro-Solar Systems

The circular creates a separate category for small consumer-grade plug-and-play solar called a micro-solar system.

To fit this category, the system must include:

  • No more than 1,000 watts or 1 kW of total DC solar-panel capacity
  • A factory-set grid-tied micro-inverter with no more than 800 watts or 0.8 kW AC output
  • Automatic anti-islanding disconnection
  • A standard household connection or circuit installed in compliance with the Philippine Electrical Code

Under the circular, an MSS does not require a building permit or ERC COC. The owner must still notify the host distribution utility.

If a registered MSS is served by an analog meter, the circular gives the utility 12 months from notification to install a suitable replacement meter in accordance with ERC regulations.

Any accidental export from an MSS is treated as non-compensated export. The homeowner receives no bill credit unless the system is formally enrolled in net metering and covered by a Net-Metering Agreement.


When Is a Certificate of Final Electrical Inspection Required?

The Certificate of Final Electrical Inspection (CFEI) is issued by the LGU, not by Meralco.

For a homeowner applying for Meralco net metering, Meralco's published application process lists the CFEI as a required document. It is submitted after the LGU inspects the service entrance and before Meralco replaces the meter, when replacement is applicable.

This is probably the “certificate” many homeowners hear about.

It should not be confused with:

  • A Meralco permit
  • An ERC Certificate of Compliance
  • A building permit from the LGU
  • A Renewable Energy Certificate meter, which is a physical meter and is optional under Meralco's current net-metering information

The issuing authority, purpose, and timing are different for each item.


What If You Want Net Metering?

Net metering applies when a qualified renewable-energy system exports excess electricity to the distribution grid in exchange for bill credits.

For Meralco customers, the published process includes:

  1. Submitting the net-metering application and technical documents
  2. Paying the ERC COC application fee when billed
  3. Completing Meralco's technical evaluation or Distribution Impact Study
  4. Obtaining the LGU-issued CFEI
  5. Signing the Net-Metering Agreement
  6. Completing inspection, testing, commissioning, and bidirectional-meter installation

Meralco states that residential net-metering systems can have a capacity of up to 100 kW, subject to technical evaluation and the applicable hosting capacity of the local distribution network.

A zero-export system cannot claim net-metering credits merely because a digital meter records power in both directions. Formal enrollment and an executed Net-Metering Agreement are required.


Can Meralco Inspect a Solar Installation?

The new DOE policy prevents a distribution utility from turning its own pre-installation clearance or inspection fee into an extra barrier for covered SGF ZESS and MSS installations.

It does not prevent the utility from acting when it observes unsafe wiring, irregular operation, unauthorized export, meter issues, or violations that could affect the distribution network.

The circular directs distribution utilities to maintain a registry based on homeowner notifications. It also preserves their authority under existing laws and regulations to investigate and address unsafe conditions.

For net-metering applicants, Meralco continues to inspect the facility and service entrance as part of interconnection approval, testing, and commissioning.


What Should a Homeowner Ask the Solar Installer?

Before signing a contract, ask the installer to state in writing whether the proposed system is:

  • Net metered and capable of compensated export
  • Grid connected but certified and configured for zero export
  • Fully isolated from the grid
  • A micro-solar system within the DOE's 1 kW DC and 0.8 kW AC limits

  • The electrical single-line diagram
  • Exact panel, inverter, battery, and protective-device model numbers
  • Evidence of the inverter's anti-islanding and zero-export functions
  • The plan for grounding, overcurrent protection, disconnects, and safe transfer switching

Avoid relying on a salesperson's verbal promise that a system is “off-grid” or “no permit needed.” The physical connection and operating design determine which rules apply.
